Based on my experiance with a couple of 3020's in everyday use, there may be nothing wrong with the tractor. Its just the poor quality of the batteries mounted under the deck, along with the fact the 24v system is h^ll on batteries and starters. Doing the 12v conversion is a good idea, but its expensive. I don't know about the 4020 but on the 3020 you have to change the fuel filter assembly to clear the new starter. There is a cheaper/simpler fix that I've been very satisfied with. I built a couple of battery boxes to fit standard car/truck batteries and bolted them to the frame rails beside the engine. Be careful to follow the same pattern when you replace the cables to fit the new boxes and you will have much stronger batteries an much higher CCA rating, which will also extend the starter life.
