Power steering leak

My Ford 7000 is seriously leaking power steering fluid out of the cap. It will leak most of fluid out in an hour or two so that the steering capacity is reduced and I can see it is coming directly from under the cap. The cap seems to be in good shape. Any ideas? Is the cap faulty, is it building up too much pressure, faulty pressure relief valve, or even the filter?
