It sounds like you meter is bad on the tractor. Use a good digital volt meter and connect it to the battery and start you tractor and read it. It should read about 12 volts on a good charged battery before you start the engine and when the alternator starts charging it should read about 15 volts. If it reads more than 16, say 17 or 18 volts it usually means that your battery is going bad. There is no way to adjust the voltage output of a solid state voltage regulator. My suggestion if you suspect a problem with the alternator or regulator is to take it off the tractor and take it to a shop that repairs alternators and they will check it for you (usually free) and tell you if it is working correctly.
