The reliel valve doesn't cause a pump to whine. It is there to protect the pump and system from damage of overload. The pump is either worn or cavating - not getting enought fluid. The milky fluid is water in the fluid which cuts down on luberication of the pump and valves. If you have a return filter with a by pass valve the filter could be by passing. Check to see if any restrictions in the return. Check to see if you have a suction screen or filter and if it is stopped up.
