I recommend power washing big time. If I am going to repaint, what I like to do is to spray on a couple cans of EZ-OFF oven cleaner, then pressure wash the next day. The oven cleaner softens grease and removes paint. It doesn't bother anything rubber, but will destroy aluminum (watch out for ID tags). EZ-OFF seems to work better than the cheaper stuff. You will leave a pile of paint colored crud behind, so choose where you do your pressure washing accordingly.
