I don't lift the tail wheel up when I mow. I let the tail wheel carry the rear weight of the cutter and the lift arms carry the front. I set the rear wheel to the height I want to cut. Then I lift the 3pt so the the front of the deck is about level with or slightly below the rear of the deck. The rear wheel rides along on the ground and turns easily as I turn. It even swivels easily as I backup. I only lift the rear wheel off the ground if I need to cross over something. Otherwise, it is always on the ground.
