It's not a vaccuum lift, it operates on exhaust pressure. There should be a diverter valve in the manifold to pressurize the lift cylinder. Those cylinders mounted in several places and positions on the tractor depending on what it was lifting. It may have used a cable to transfer it's force to lift a rear-mounted implement. If you ask gene b over on the IH/Farmall board of this site, he can answer many questions about those lifts. He has several currently in use.
