PTO on Mustang

I have a model 23GIRF1880 Mustang and I can't disengage the PTO, lever located by the left foot.
Does the tractor have to be broken in half to correct this problem? I have taken the bolt and the lever off and the shoe looks worn but looks as if it should still work. Any help appreciated!
