14.9 is considered an odd-ball size. You will pay a lot more for it because of this, they generally even cost more that a 15.5-38 of the same brand/type. It is just something the tire companies do because of limited demand. If you can find a pair at a reasonable price and that is what you want they would be OK to use since you would only be one size over on a 12" rim. If you are using it for working and want the best I would say go for radials, Firestone 7000, Michelin Agribib, General/Continental AG85. I believe the Michelin is available in either 13.6 or 14.9 and the others in 13.6R38 (same as 340/85R38). Radials will be expensive but you may be able to do without loaded tires, extra weights, etc.
