To put it simply a flail mower has a horizontal shaft with chains fastened to it. The chains have small chunks of metal attached to the ends.It rotates like a rototiller would and "Flails" the grass.Hiway departments use them because they are much more forgiving than a brush hog when they contact rocks or other debris. They won't fling a section of metal fence post out the side into someones car. I would check it out carefully before buying a used one as most I have ever seen for sale are quite beat.
