1950's John Deere 420U value

I am looking at trying to buy (I believe a 1957) John Deere 420U for a winter project. The hood is missing and engine is stuck. It will need 4 new tires, seat, new wiring and grill screen and work done to the 3 point. It does have a loader on this unit and was functional before engine siezed. It basically needs a complete restoration. The genleman who owns it wants almost $2000 for it because thats what someone told him thats what it was worth. I want to make him an offer of $800 since the figures I have came up with will be $3000 or more to restore. If was going to spend that much for the tractor and restoration I might as well buy one already done but I wouldnt have the satisfaction of doing the work myself. I would like someone else's input if I am in the right or wrong to make a $800 dollar offer. I am located in Illinois.
