That's an interesting statistic.
I read that in a book somewhere that James Watt used ponies (shetlands, I think) in his original experiments to determine horsepower, then applied a correction factor to make the results correspond to what he thought was the increased strength of a full sized horse.
I guess today we would call it a SWAG factor, sounds like he didn't correct enough for the draft horses.
