ford 4000 water in the motor

all the water for the radiator flow down directly in the engine. I tried to put water directly wia the water pump intake and as soon as I put water it flows down in the engine.
I suppose it is due to a corroded soft plug but I am not sure. By the way where are located the soft plugs?
Any ideas?
