I am not familiar with the VW alternator,but have had this same problem with other brands which use power from the idiot light to excite the alternator. You may get it to excite at lower rpm if you increase the wattage of the idiot light. The cleanest way is if the light socket has room for a larger bulb. Another method used by GM in cars for years was to install a hidden idiot light wired in parallel with the existing light to double the exciter current. I had this problem with an Oliver 1900 with a 10SI Delco conversion. It needed almost 2000 rpm to excite the alternator with the original light. I was able to fit a larger bulb to the light which moved the excitation rpm below 1000 rpm. You can see if this will work by connecting a 12V test light in parallel with the existing light to see if it helps.
