Any energy on the frequency that an AM radio is tuned to will cause interference. This is because AM is amplitude modulation, meaning a strong signal sounds louder than a weak signal (amplitude). This includes all signals, good and bad. Florescents are energized by changes in amplitude of the voltage driving them. Thus, they seem very similar to AM signals and cause interference. On an FM radio, volume in a radio is determined by how the frequency changes, not how the signal strength changes. This helps FM to be better in fidelity, but worse in range of reception. (Modulation is not the only factor in reception distance.) It also makes many common interference signals to be no issue. Thus, FM is typically quieter than AM, because there are many more interference mechanisms for AM than for FM.
