The 154 is 15HP. The 184 and 185 are 18HP. For the most part the higher HP is from higher RPM. The 154 high idle is 2420 RPM and the 184 & 185 high idle is 2510 RPM. I hear the Zenith carburator also adds some. I don't remember for sure, but I think the old Farmall Cubs probably ran at less than 2000 RPM.

The production series ran 154, 185 and the red 184 was the latest model. The 154 and 185 are nearly the same other than HP. The 184 has some improvements like putting the drive clutch back on the flywheel where it belongs and using an electric PTO clutch.
