elongated holes in rim

I am restoring an old tractor that was run a short distance with loose lug nuts. The holes
in rim are close to an inch in diameter with a beveled edge. Finding another rim is not very likely, so what are my options?

I can build up the edges with a wirefeed welder and grind off, but my concern is keeping all the holes exactly centered, that seems like the tough part!

My billfold won't allow me to take it to a machine shop.
