I think you are referring to the prefilter that sits at the very top of the pipe which goes down into the main air filter. If so, it is (was) a clear plastic bowl and a metal top section that only removes the heavy dust particles. It should have no liquid in it. The main bottom filter should have clean oil in it. I just bought a new clear plastic bowl for my IHC 240 Utility.
