The russians do have some good ideas, and i assume your is actually a 24 volt start and 12 volt run. The advice to check grounds is good but it is possible a contact has burnt off inside the 24/12 switching relay. Giving it a jump will provide enough "oomp" to start on 12 volts operation[ older models were straight 12volt] check the voltage at the starter when attempting to start[load voltage] The Belarus web site has a FAQ section to get the load voltage and whatever you need. Yuo might have to search the "canadian" site for some stuff also. Belarus.ca
