Mike, There are several possible causes for water in the oil. Warped or cracked head, blown head gasket, cracked block or leaking sleeve o-rings or a cracked sleeve.
First of all, I am assuming that you removed the head and took it to a machine to be magnafluxed for cracks as well as the usual valvejob.
Second, did you remove the oil pan and pump up the radiator with a pressure tester to check the wet sleeve O-rings for leaks?
Third, You said the block isn't cracked. How do you know that? Did you remove the block and take in to a machine shop to be magnafluxed? The problem is often cracks are hairline that can't be seen when the block is cold. When you run the tractor and the block warms up, the crack expands and there goes the antifreeze into the crankcase.
