In talking with a guy in New England who does rebuilding for a living, if you crack the plate and release some pressure and the engine recovers, your problem is in the pump or the return line is clogged thus unbalancing the pump (like cannonball stated).

If you have plastic clogging your outlet, you have satisfied both conditions of not only needing a pump rebuild, but also cleaning out the return line.
