Our Crapsman is a 1998 model, and there is a little lever on the back of the tractor that allows the hydrostatic transmission to be disenguaged to allow the tractor to freewheel. You have to push it up and there is a hair pin that goes through it to hold it up for it to freewheel. Did somebody else put your tractor away last fall?, because thats problably what they did, and didn't put the lever back, and if thats the case, all you have to do is pull the pin and let the lever fall back down, then put your pin back through the lever. This has to be done every time you want to push the tractor by hand so you don't damage the transmission. hope this helps
