Sparkless Magneto

I bought my Cub a brand new Fairbanks Mag off e-Bay. The screws on the cap were loose, I opened it up, everything looks to be in place. I installed a new end and brass rod. We installed it in the tractor, pulled the plugs and cranked it by hand, looked for a spark by holding a plug on the block (on a spot where the paint is gone). The impulse sounds good, but we can't see any fire. I checked and the point are opening, the capacitor isn't shorted. I measured 1.4 ohms between the point side of the coil and ground, the high side (Spark plug side) of the coil reads almost 4,000 ohms to ground. Is my coil bad? Any other ideas? (other than don't buy stuff off e-bay)
