Trailers

There has been a lot of discussion lately about trailers. My sister is looking at a 4 place horse trailer. A friend of her's said she needs a dually tow vehicle to pull anything over 16 feet. (State of Minnesota). Her friend got pulled over for towing a heavy contruction trailer behind a 1 ton single. I'm not aware of this law. I'm thinking he got pulled over for weight, not length. Any information would be greatly appreciated. Thank you.
