Adjusting 9N Three Point Lever

I have a 9N and the three point lever needs to be adjusted because it doesn't start to lower and raise until it is about 2 inches from the bottom. I heard that if you loosen the four bolts and move it a little bit that it would start to adjust, but I don't have any other ideas. If any body has any ideas they would be very much appreciated.
