hydraulic cylinders

(New to hydraulics) I have a princess auto 20' implement cylinder. It has a clevis end on teh ram. With no oil or plugs, just bare full of air, I can spin the clevis a bit by hand at the same time of pulling and pushing it in. 'rotate it'. Will this be possible once its plumbed and pressured? I would like it to be able to rotate a bit because it is going onto a small dozer attachment in the center of the blade to push snow and I want to be able to angle my dozer. Right now, the dozer is straight. If I fab in a angle, it will require teh ram of the cylinder to rotate a bit. Make sense? Thank you in advance.
