Allen sure does sound right, sure sounds like a vacumn leak, and by choking it that it's actually creating enough air turbulance at the base of the carburator to somewhat atomize the gas. Not that it may matter, how did it run before the carb was rebuilt? Better, worse, was doing same thing? Vacumn leak fits the symptom, but have no clue what your manifold pressure should be.
