I'm not sure what you mean by a filler hole.I'm thinking the reason that you are feeling a vacumm,is that with the choke closed that is the only place you are getting air into the carb.Check inside the carb again,I'm thinking that you missed something.It doesn't take but only a tiny piece of dirt or rust to do what yours is doing.
