I have no idea how much it will affect performance but if they are designed to pop at a certain pressure,then that is what they should be set at. There will be a range for the spec and I presume your test indicated 35 atmospheres or so below the minimum of the range. You do not generally need to rebuild an injector, just adjust the pressure with shims, washers or whatever they require to give the correct pop pressure. The injector experts may be able to tell you how much difference it might make and if this indicates any other woes with these particular injectors.
