Fuel return line 1964 ford 4000 D

I own a 1964 ford 4000 D tractor four cylinder 172 cid. The fuel return line to the tractor was blocked off by the person I bought the tractor from. He told me if the line was not blocked, fuel will leak into the oil pan. The line comes out of the front bottom of the fuel tank and goes to the head. I have posted a couple of times asking for help about this problem ,but now have a little more info to add. I spoke to a tractor parts owner today and he told me the return line comes into the head and can be accessed by removing the valve cover. He said there is a line that has some kind of valve that allows un-used fuel to return to the fuel tank. He said this is a common problem, but is not sure how to fix it. does anyone know anything about this valve and how to fix the problem?? I am running into dead ends everywhere I check!!Thanks for any help!! Russ
