ford 5000 ??

just got back from looking at a 5000 ford. looks good, has recent paint job. also owner said , new clutch, some injector work, pto brake,power steering. sounds good and all gears seem ok. here's the problems. the pto still turns out of gear. he said it will stop if an implement is attached. he said he put in a pto brake about a year ago. when the engine is off, there is about a complete turn of slack in the steering wheel. also the steering wheel will not turn the wheels sitting still, when you are moving the steering seems fine. there is a little movement in the steering cylinder while you are attempting to turn the wheels. like it may have some loose slack. need help please. sorry for long post. thanks
