I worked in the textile Ind. for about 15 years in maintenance. I have used a product called Chisel made by Loctite. It will remove paint fast. I've seen it remove epoxy coats. You have to be careful with it and not get it on your skin. Been a while since I've used any but if I remember correctly it'll wrinkle paint up in about 4-5 minutes. We used it to remove gaskets and found what it'll do to paint when spraying to much on. It's great for those nooks and crannies that's hard to get anything in to clean too. It cost about $9 per 18 ounce aerosol can. Just a suggestion and may help in your water problem. Like the other post said you could use a 55 gal drum of water(and pressure washer) and some cans of Chisel and get the job done fast. I think you would be amazed at how this stuff removes paint.
