Ken,
Put the tires on the rims the way they will work right, it won't matter where the valve ends up. The lugs (if this is a lugged tire) have to point in the correct direction. They form and arrow pointing forward when they are at the top of the tire. That's so they'll dig in when they get to the ground. The valves will end up in or out depending on how you have your wheels spaced for row crops.
