In addition to RAB's comments, I'd suggest one other thing. If you have access to another tractor with a belt pulley, and a belt, I'd belt start the 15-30. With the gas turned off, have the tractor in neutral, clutch depressed, and start the belt rolling, once up to speed, slowly let out the clutch until the motor starts turning over. Let the engine get some revolutions, giving the oil a chance to circulate, then turn on the gas, and she should run.
