Vickers Power steering on Oliver 1250 Help

I recently bought an Oliver 1250 gas, yes it runs good. It has a vickers power steering cylinder on it that isn't working. It worked when I test drove the tractor but quit working as soon as I got it home. The fluid was dark brown and very thick. I drained as much out as I could even cycling the steering with the hoses off the cylinder. It has a belt driven pump on the right side of the engine with the steering assist cylinder on the left. Reservoir is mounted in front of the radiator and above the batteries. It looks alot like the kits sold for Ford 600-900 tractors. Does this system need to be bled of air to work? How much pressure does the pump need to produce? The pump does work as it pumped oil when the hose of off the cylinder. Any help would be greatly apreciated. Thanks, LB
