OT: Help with Dodge van headlights !

My son-in-law has a problem with his '90 Dodge Caravan. From out of nowhere, the headlights stay on all the time. I've traced it to be the high beam filament that's on. I think the highbeam filament is the same one as the "running headlights" that are on all the time when the vehicle is running night or day (except the running headlights receive less juice than the highbeams ... at least I think that's how it works). He has to unplug the two headlight connections to the halogen bulbs when he parks the vehicle but even after doing this the high beam indicator light (blue) on the dash remains on all the time (vehicle turned off) unless the vehicle is running and the dimmer switch is set to low beam. This one has me stumped and of course, it's not like tracing back a wiring problem on vintage iron. Anyone out there have any experience with this sort of thing? I'm a little reluctant to start replacing parts without narrowing the problem down somewhat. Maybe it's a job for an expert. Your help is appreciated.
