Coolant in Ford 8N

I recently acquired a Ford 8N. I "flushed" and refilled the radiator as follows: placed hose in radiator and ran until all of the green color disappeared. Then, turned on the tractor and ran it until the green again went away. Then, removed the drain plug from the radiator and drained. Replaced drain plug and filled the system. The capacity is 3 gallons, according to the manuals. I placed 1 and 1/2 gallons of antifreeze but could only get just under 1/2 gallon of water in, before the radiator filled up. I have run the tractor for several hours since and the level is all the way up. How do we explain the lack of getting 1 gallon plus of water in? Was there that much water left around the engine block? Thanks, Tom
