The few tractors that I have seen seem to have a key or pin that goes into the spindle to hold it in position. If the key or pin shears then you can have the problem you describe. If the keyway is wallowed out in both pieces a quick fix is to weld the parts together. The best solution is to replace the damaged parts. I have an old Massey 40B that has been welded and works fine
