Typical confusion regarding rim size and tire size-due to the change in tire size marking from several decades ago. You can safely go one inch bigger or smaller than your rim size. BUT- since the 60s, tire sizes indicate NOT the rim size, but the widest part of the tire- the bulge or maximum cross-sectional width. A twelve inch rim can handle an eleven, twelve, or thirteen inch tire, using the old size marking. A 13 inch tire is now a 14.9 inch. I've never heard of a 14.5 inch, but if is a 14.9, it can work with a 12 inch rim, although it might bulge a bit, compared to if it were mounted on the 13 inch rim.
