Blowby is when your rings while not neccesarily bad aren't seated or sealing as well as they should and some of your compression is wasted blowing by the piston and into the crankcase. Exhaust gasses and moisture are the exhausted through the breather element. I'm not familiar with your tractor but the breather element is probably wire mesh and incorporated into the oil filler cap. Gunky whitish grease lookin stuff is usually nothing more than a sign of an engine that hasn't been operated often,long or hot enough to keep the water burned out of the engine. Just clean it all off work the oliver for a good while coupla hours and get her really up to temp. If the problem continues probe deeper but it doesn't sound at all seriuos at this point to me.
