I found this link to "Illinois Fence Law." I just glanced though it, but it appears that the other property owner would be required by law to either build or pay for his half of a fence if you want to put one up. I don't know about the bulldozing/clearing part of your question -- guess that's where "fence viewers" come in. I didn't know until tonight that there was such a thing as a fence viewer. Hope this helps.
