I don"t know present ruling in this matter,however years ago I claimed a tool loss due to a robbery.IRS disallowed the claim becauseI did not have a signed police report.I suppose you must realize that different IRS operatives interpret their rulings to suit themselves.I think IRS is similar to an old saying which says,YOU know -Three Greeks,four opinions.
