Yes it depends. on some tractors where it says "Hours at 2000 rpm" it would take 2 hours to record an hour if the engine was tootling around at 1000 rpm. I did hear that even quite a few years ago that John Deeres had an electronic meter i.e. even at tick-over it was 1 hour per hour, so you might see a JD with thousands of hours and the owner grins and says "My JD has done 10,000 hours without major overhaul!" which might not mean much. "Its not the hours you put in, its what you put in the hours!"
