I'm not familiar with Masseys, but assume they are just like any other gasoline tractor. Look at the throttle shaft on the carburetor. It should be sitting on the idle stop when the throttle control lever is closed. Now open the throttle lever to wide open throttle. The throttle shaft should now be turned to the full open position when the engine's not running. If it does these two things, the governor is not at fault.

Try giving it a snort of starting fluid. If it fires up, you have a fuel problem. If it doesn't, then you have either an ignition problem or possibly stuck valves.

Have you actually removed the plugs? At this temperature, you can get icing of the spark plugs and the tractor will never start. This can happen if you get the engine running for just a few seconds: long enough to form some water in the combustion chamber but not long enough to burn it out. Try taking out the plugs and heating them up with a propane torch. That will dry them out and hopefully keep them from icing long enough to get started.
