LUC J.D. Valve Question

Hi.. I have a JD LUC Engine that has set for a while, in the DRY and Covered, I have kept it "Turned Over" to keep it Lubricated, and Valves free (I Thought) but Cranked it today and apparently the EX Valve is not seating I runs Good with that exception of this course,It IS the Cyl. nearest to the radiator,The QUESTION I Have is<> can this valve be freed up by removing the Inspection Plate at the Valve cage...?? Anyone had this situation pop up,,,Thanks Fella's Larry KF4LKU
