Had a similar problem with my Model A Ford - rust kept plugging up everything. Solved it by dumping in a couple quarts of "metal prep" (phosphoric acid). It's used by automotive painters to etch the surface of steel before it's painted. Available at auto paint suppliers. Dump it in straight, leave it for a couple days, slosh it around a few times during that time. After a few days dump it into the original containers(not metal cans), flush the tank, examine it. It should be gray inside. If still slightly rusty,dump the stuff back in and try again. Worked like a charm for me many years ago.
