3010 gas runnig rich

I have a 1963 3010 gas tractor that runs very rich on fuel and would like to know if anyone has a soloution to this problem ,I have rebuilt the Mavel Shebler carb and it has not improved the tractor performance at all it still runs rich . Will a Zenith carb help? Any ideas are welcome.
