I think this is one of those things that is beyond our power.....as individuals......to influence, but there is a solution; we need to get the Federal Government involved (I know there are posters from many countries, but the majority seem to be from US); I suggest as a second step, an application for a grant to study the problem; you are probably closer to your district congressman than to your senator, so start with him. THERE ARE FUNDS AVAILABLE FOR STUDIES SUCH AS THIS!!!! The knowledge that there is a problem seems like pure common sense to "us", but there are those who think there are larger, more pressing problems, hence the need for involvement at the National Gov't level (this is beyond the capabilities of any local or State entity). Might I suggest as a first step a petition outlining the problem and suggested solutions.............I don't envision this ever being a criminal offense, but it could definitely lead to "cease and desist orders" or substantial fines on the civil side.
