Another variable to skew the drawbar vs. pto HP is engine rpms.
Often the 540/1000 rpm pto is obtained at about 1900 engine rpm. However max rated engine rpm and HP may occur at 2400rpm during the drawbar HP test.
The losses shown in drawbar HP illustrates then mechanical, friction, windage, pumping and tires losses from flexing. Allot of fuel money that doesn't pull a plough.
