wont start below 32

I have a 1974 IH454. it runs fine. but just latley it wont turn over when the temp goes below 32. it has never had a starting problem like this. it acts like the battery is flat even when its hooked up to my truck that has 2 big batteries. I can hear the solinoid on the starter throw the bendix in but thats all that happens. no spin at all.
